Thank you for the link! Villepin's stance is quite interesting. He has already published (since years) wonderful pages about "l'esprit de cour". It's not really about corruption (ie misexecution of a person's duties), it's about power being taken over by a small lot — the President, his neighbour the Ministre de l'Intérieur, perhaps, the Premier Ministre, and ... ??? — leaving all other Ministres useless, jaded, and after all, comfortable with the symbolic benefits of their functions.
