Pascal Nègre is correct. I have a friend who received a HADOPI letter. A non-geek, who regularly downloaded cartoons for the kids & music for himself.

The letter was effective: he stopped using Bit-torrent and purchased monthly Megaupload fees. And since we live in the 21st century, all his facebook friends know about it. Effective word-of-mouth campaign indeed...
