Police Dismantle a "Terrorist Cell"

"A network, almost a cell" of more than a dozen people, said to be "delinquents" converted to "radical Islam," has been dismantled by police. One man was killed, ten others were arrested, and two or three remain on the loose. The network was spread across France from Strasbourg to the Alpes-Maritimes. Ties to Salafism were noted.

This is big news here in France. And so you have Copé talking about pain au chocolat (which in my whereabouts is called chocolatine, so the pun doesn't work as well :p) and Hollande dismantling a terrorist cell whose leader had thrown a grenade into a Kosher supermarket 2 weeks ago.

Throwing a grenade into a Kosher supermarket counts as terrorism.
I don't see a reason for scare quotes on the key words.

They're not scare quotes. They're quotes. That's what the article says.
