This is big news here in France. And so you have Copé talking about pain au chocolat (which in my whereabouts is called chocolatine, so the pun doesn't work as well :p) and Hollande dismantling a terrorist cell whose leader had thrown a grenade into a Kosher supermarket 2 weeks ago.
Throwing a grenade into a Kosher supermarket counts as terrorism.
I don't see a reason for scare quotes on the key words.
They're not scare quotes. They're quotes. That's what the article says.
