How is that a new government if about everyone stays the same?
Based on Le Figaro, Borloo blocks the announcement - they want him to have something, he wants something else.

One who WILL NOT BE in HMS FillonIII: Dominique de Villepin! Apparently, Fillon told a "joke": "I have an English setter, very pretty. Totally loony, too. He reminds me of Dominique de Villepin."
Stéphane Guillon asks him "How did you take Fillon's joke?" and DeVillepin answers with another dog story:

A friend sent me this blog entry by Alain Juppé. I forgot to check out the date and I was all like "whaaaat? aren't they saying that he's accepted being Defense Minister?"
Then I looked at the date and things became clearer.
I guess "only idiots can"t change their minds" as French people say, and "the only people committed to a promise are those who believed in it".
